Small MS4

The Jefferson County Commissioners hold a small Municipal Separate Storm Sewer System (MS4) permit under the National Pollutant Discharge Elimination System (NPDES) which sets limits on what can be discharged, monitoring and reporting requirements, and other provisions to ensure that the discharge does not affect water quality or people's health. Multiple Jefferson County communities are covered under this permit, and they collectively form the Jefferson County & Other's Small MS4.  Additionally, to ensure a uniform approach of complying with the permit standards, and to share resources among the co-permitteed communities, the Jefferson County & Others Stormwater Consortium was created. 

The permit outlines 6 Minimum Control Measures or MCMs that entities are responsible for making progress and meeting goals for each category.  To ensure permit compliance among those MS4 communities, the Jefferson County Commissioners and the Jefferson Soil & Water Conservation District formed a working partnership to cooridniate and implement these 6 MCMs.
